Dise\u00f1ada por dos oficiales ingenieros (los coroneles Constanzi y Crocco, de donde el CC de la denominaci\u00f3n) en respuesta a un concurso lanzado en 1927, era una m\u00e1quina avanzada para su \u00e9poca (no hay m\u00e1s que compararla con el armatoste biplano Caproni Ca.90), compacta, met\u00e1lica y aerodin\u00e1mica. Su \u00fanico problema es que su enorme estructura (ten\u00eda 42 metros de envergadura) deb\u00eda volar con solo tres motores de 500 hp. 1.500 hp eran muy pocos para mover su peso m\u00e1ximo de 12 toneladas, y la m\u00e1quina apenas pod\u00eda superar los 150 km\/h.
