A pesar de la gran experiencia adquirida por la aviaci\u00f3n militar en \u00c1frica en el bombardeo del territorio enemigo, Fl\u00f3rez considera que su verdadero papel en Marruecos deber\u00eda ser el de reconocimiento y en concreto el de observatorio volante de la artiller\u00eda. En 1924 ya se hab\u00edan hecho algunas experiencias de comunicaci\u00f3n por radio entre los aviones y la tierra, pero el Reglamento en vigor determina\u00a0que los aviadores se entender\u00e1n con las unidades en el terreno mediante el lanzamiento de croquis de situaci\u00f3n del objetivo (que deb\u00edan marcar, si era posible, con bombas fum\u00edgenas) y los de abajo responder usando paneles de tela blanca de cinco metros por 0,7 en varias posiciones determinadas (ver ilustraci\u00f3n).
